Digital Menu Rules for 2025: HFSS, Calories & Allergens — A Quick Guide

From October 2025 (with full enforcement from January 2026), new UK rules on HFSS advertising sit alongside existing calorie and allergen laws. Here’s what hospitality businesses need to do for websites, apps, kiosks and in-store display screens.
HFSS Advertising: What Changes
Paid-for online ads for identifiable high fat, sugar and salt (HFSS) products will be restricted. This covers PPC, paid social and sponsored placements.
- You can still list HFSS items on your own channels: websites, apps, kiosks and digital screens.
- You should not pay to promote specific HFSS items online once the ban applies.
- Brand-only ads (logo, venue, team, atmosphere) remain fine if no identifiable HFSS products are shown.
Placement & Promotions (Owned Channels)
If your business falls under the Food (Promotion and Placement) (England) Regulations 2021, you must adjust how HFSS products are highlighted online and in-store:
- No multi-buy promotions for HFSS items (e.g. “2 for £5”, “BOGOF”).
- Avoid prominent banner placements or checkout pop-ups that push HFSS products.
- Keep layouts consistent and reserve “hero” spots for non-HFSS choices where possible.
Calorie Labelling (Businesses with 250+ Employees)
- Show kcal per standard portion next to the item’s name/description and price.
- Include the statement: “Adults need around 2000 kcal a day” on every page/screen where choices are made.
- Ensure values are based on reliable data; a practical tolerance of around ±20% is generally accepted when recipe-based.
Allergen Information (All Businesses)
- Clearly identify the 14 major allergens at the point of choice across print, digital and in-store displays.
- Keep allergen data current when recipes, suppliers or prep methods change.
- Provide information in writing on menus/displays or clearly signpost where customers can access it.
